fix(isa-app-moment-locale): correct locale initialization for date formatting Ensures proper setup of moment.js locale in the ISA app to provide accurate date and time formatting for users. Addresses issues with incorrect or inconsistent locale application. Ref: #5188

Development server
Run ng serve --ssl for a dev server. Navigate to https://localhost:4200/. The app will automatically reload if you change any of the source files.
